Good afternoon-

At several past meetings of Land use Chairs, NART, and even NLA, many people requested we do more to engage the public in this topic around the Executive Order 20-04.  I wish we could have given you more notice in advance of this meeting, but we have scheduled it for Wednesday January 12th at 5:30 PM.  The reason we have pushed to go ahead and hold the event on the 12th, is due to another Rulemaking Advisory meeting on January 20th.  If people want to submit comments, this gives them a week to get them sent in.  The good news is that we are going to record the event, and will put it in a centralized place for anyone to access following the meeting.
Here’s the text of the invite – please spread the word to your members, and please plan to attend yourself.  We will have representatives from the City of Bend and LCDC there to help answer high-level questions… Remember, the details of the changes haven’t been finalized yet!
Please work with your NA to promote the event.  This event is not meant to “take sides” it is strictly informational to help people understand what is included in the order.

Join us for a high-level overview of the Climate Friendly Areas and Equitable Communities (CFEC) rulemaking related to Executive Order 20-04.  We will overview the rulemaking in order to help the public understand the potential for code changes needed for compliance.

Background:

On March 10, 2020, Oregon State Governor Kate Brown issued Executive Order 20-04. The Order directs certain state agencies, including the Department of Land Conservation and Development (DLCD), to take action to move as quickly as possible to reduce climate pollution. The CFEC rulemaking is a project of the DLCD, through which the Department seeks to propose new administrative rules for cities to implement statewide.

What are these administrative rules?

The proposed CFEC rulemaking includes far-reaching proposed changes in the areas of denser housing, mixed-use development, limited auto-centered uses,  parking, transportation planning and metropolitan greenhouse gas reduction targets applicable to the City of Bend. Attend and learn the basics, learn more about how this may affect future growth in Bend, and how you may take part in the process.
